What is the state limit for the number of used cars a non-dealer can buy and sell in California?

Hello. My dad and I are deciding whether or not we want to start a business. We want to sell used cars but do not know at what number we are required to be a dealer. Please help...thanks!

I believe anything above 2 or 3 cars/ yr requires a dealers license. The dealers license is not difficult or expensive to get.
