Often Japanese used cars are sold in auction simply because they are unable to pass the current rigorous emissions requirements. They cannot be resold in Japan. But used Japanese cars can be sold in other countries. The cars can be purchased cheep because used cars depreciate quickly in Japan. Cars that are over six years are without much resale value in Japan though they are valuable in other countries. The cost of buying used cars in Japan is so low that it easily offsets transportation costs and any modifications required. Countries will require any used Japanese cars to meet their safety and emission standards. In some countries there will need to be modifications made to the steering wheel location.
